Abstract | Regional development is an urgent issue in Japan, which is facing various challenges including a declining population, an aging society, and the concentration of the population in Tokyo. Artistic and cultural activities are expected to play a role in community revitalization as cultural capital unique to the community. However, art museums and festivals face the problem of being unable to cover their operating expenses with revenue from their enterprise, and support from non-beneficiaries is necessary for sustainable operations, which is a prerequisite for community revitalization. This paper discusses the management issues of arts and cultural activities, particularly museums and art festivals, from a community revitalization perspective. As the number of stakeholders in arts and cultural activities expands, management must take on the role of organically linking the cultural capital of museums and art festivals with education, welfare, tourism, and industry.
