ICT 社会の進展に関する一考察 : 「GIGA スクール」構想における学校教育改革の前提として

2021 年（令和 3 年）より、わが国の義務教育学校である小中学校では「GIGA スクール」構想の名の下に、生徒・児童に「1 人 1 台」の PC とタブレット端末が配布される。本研究ノートでは、この学校教育改革の前提であるわが国における ICT 環境の現状を公開されているデータをもとに資料として整理した。
資料はインターネットによってデータを収集し、コンピュータソフトでそれらを図表に加工したものである。社会におけるコンピュータの受容に関する資料では、家庭でのコンピュータ所有と家庭におけるインターネット端末所有が示されている。インターネット接続環境に関する資料では、主に家庭におけるインターネット環境の変化を概観した。最後に、学習指導要領解説における ICT 関連用語使用頻度を明示することを通して、学校の ICT化の現状に関する資料を作成した。

In order to realize the "GIGA School" concept in elementary and junior high schools, which are compulsory education schools in Japan, "one by one" PCs and tablet terminals will be distributed to students and children from 2021 (Reiwa 3). In this research note, based on the published data, I provide materials on the ICT environment in Japan, and this situation is considered to be a prerequisite for school education reform. The materials presented in this note are created by collecting data via the Internet and processing them into charts using computer software. Materials on the acceptance of computers in society show home computer ownership and Internet terminal ownership. The material on the Internet connection environment mainly gives an overview of changes in the Internet environment at home. Finally, by clarifying the frequency of use of ICT-related terms in the explanation of the course of study, I created materials on the present condition of ICT in schools.
