ベトナム経済の労働投入と生産性の半世紀

　本稿は，1970－2020年のベトナム経済における品質調整済み労働投入量（quality-adjusted labor input: QALI）の測定により，半世紀にわたる生産性の変化を分析することを目的としている。ベトナム経済の生産性統計の構築における最大の障壁は，同国SNA統計（VSNA）では雇用者報酬が推計されていないことである。本稿は，断片的な資料に基づきながらも，性，学歴，年齢，就業形態別のクロス分類によって定義された労働時間と賃金率の時系列データを構築し，QALIとともにミクロ的な基盤を持つ雇用者報酬と労働分配率の測定へと接近する。また2022年８月には2008 SNAに基づくVSNAが公表され，GDPは大幅な上方改定となった。新しい基準のVSNAに基づき1970年まで遡及した本稿での測定結果によれば，労働投入における質的改善のスピードは1970－2000年の年率0.6％から，2000－20年には（おもに学歴改善を通じて）年率2.0％へと加速し，それは同期間のQALI拡大の65％を牽引し，また労働生産性改善の14％を説明する要因となったと評価される。そしてベトナム経済で全要素生産性が改善を始めた時期は，旧基準に基づく分析結果よりも遅く，2010年代後半に顕著となったことが見出される。

　This paper aims to analyze changes in productivity over a half-century by measuring quality-adjusted labor input （QALI） in the Vietnamese economy for the period 19702020. The biggest barrier to the construction of productivity account for the Vietnamese economy is that compensation of employees （COE） is not estimated in the Vietnamese System of National Accounts（ VSNA）. The time-series estimates on hours worked and hourly wage rates, which are cross-classified by gender, education, age, and employment status, are constructed based on fragmentary available data in Vietnam. The constructed data enables to development of not only the QALI but also the COE and labor share with a micro foundation. In August 2022, the VSNA based on the 2008 SNA was released, resulting in a significant upward revision of GDP. Based on the new VSNA, which extends back to 1970 in this paper, the labor quality improvement has accelerated from 0.6% per year in 19702000 to 2.0% per year in 200020（ mainly through improvements in education）. This acceleration explained 65% of the increase in QALI and 14% of the increase in labor productivity over the same period. This paper also finds that total factor productivity in the Vietnamese economy started to improve later than in the previous analysis, becoming more pronounced in the second half of the 2010s.
