社会科における「新しい評価」の実践的課題　-中学校社会科公民的分野を事例として-

本研究は、平成13年4月の指導要録改善に関する通知によって、学校現場における評価のあり方がどのように変わったかを明らかにしたうえで、その基礎となっている評価に対する考え方を検討し、実際に評価を行っていくうえでいかなる問題が生じるか、今後よりよい評価を行うためにはどうすればよいかを明らかにしようとするものである。評価規準等の事例の分析から「新しい評価」の最大の問題は、評価規準・基準作成の方法が十分に確立されないまま、絶対評価を全ての教科そして観点において一律に実施したことが明らかとなった。

In this paper, I describe the Issues that the social studies teachers face when they practice new assessment strategies. The feature of the new assessment strategies is adoption of the absolute evaluation. But the absolute evaluation has some defects. The most difficult problem is that a teacher can't set criterion that anyone can accept. Through practicing the new assessment strategies,　teachers must consider the rational norm of evaluation. When they make test for evaluation, they don't have to estimate all point at a test. Some pointa are not adequate to a test.
