kn-abstract= This study explores the boundary response of domestic firms faced with increased openness to new foreign multinational M&A in an intermediate-input market in a host country. We develop a theoretical framework to study the impact of new foreign multinational M&A on the wholesale price of intermediate inputs as a key market condition in the host country and explore how the intermediate-input prices affect the organizational choice of domestic firms between domestic vertical integration and outsourcing. We find that new foreign multinational M&A raises the intermediate-input prices and facilitates the firms’ choice of domestic vertical integration.

en-title=Survival, Creation, and Disappearance of Manufacturing Firms in the First Stage of Regional Revitalization

en-abstract= In many local municipalities, in addition to revitalizing existing businesses and creating new businesses, attracting manufacturing plants remains an important policy for regional development. Today, unlike the attraction of heavy, large-scale industries during the period of high economic growth, there is a trend to attract companies by making the most of the region's advantages. Although the job creation effect has become smaller than in the past, many manufacturing industries remain positioned as core industries in the region. During the first period of regional revitalization, we identify what manufacturing firms have disappeared, withdrawn, appeared, or survived in what regions, and analyze the factors behind those.
Comparing manufacturing firms in 2014 and 2019, the average of value-added and the distribution of that shows that manufacturing firms that existed in both 2014 and 2019 had the highest labor productivity. The next highest was manufacturing firms that existed in 2019, and the lowest was manufacturing firms that existed in 2014 but did not exist in 2019. In addition, the results of the logit analysis suggest that manufacturing firms with high productivity and large size tend not to disappear, and that manufacturing firms with a high degree of urbanization tend to disappear. On the other hand, a regression analysis at the city/town/village level using industry concentration by industry and urban concentration measured by population size as explanatory variables showed a positive effect on the number of manufacturing firms that had been established.
kn-abstract= 地方に位置する多くの自治体においては，従来からある事業所の活性化や新規事業所の誕生に加えて，製造工場の誘致は地域振興にとっていまも重要な政策となっている。今日，高度経済成長期における重厚長大型の産業の誘致とは異なり，地域優位性をできるだけ活用した企業誘致の傾向になっている。雇用創出効果は昔に比べて小さくなっているとはいえ，製造業の多くにおいて，地域の基盤産業としての位置づけは残っている。第1期の地方創生の期間で，どのような地域において，どのような製造工場が消失，撤退や出現，存続しているのかを識別し，それらの要因を分析する。
2014年と2019年の事業所の比較において，付加価値生産性の平均と分布を見ると2014年，2019年ともに存在する事業所の労働生産性が最も高い。次いで高いのが2019年に存在する事業所で，最も低かったのが2014年には存在したが2019年には存在していない事業所であった。またロジット分析の結果から，生産性が高く事業所規模が大きいと消滅しない傾向があり，また都市化の程度が高いと消滅傾向にあることが推定された。他方，発生した製造事業所について，産業別に同業種集積と人口規模で測った都市集積を説明変数とした市町村単位の回帰分析からは正の効果が示された。

kn-abstract=The purpose of this paper is to examine, using quarterly financial data, how the market reaction to earnings announcements in each market segment （prime market segment, standard market segment, and growth market segment） has changed after the revision of market segmentation at the Tokyo Stock Exchange. For the research design, the abnormal volume and residual returns for the 12 quarters around April 1, 2022, when the market segmentation was changed, were calculated using the analysis method of Beaver et al. ［2020］. The results of the analysis suggest that volume is significantly affected by changes in market segmentation. In addition, for the group of stocks in the growth market, there appears to have been some change in the trend of stock price fluctuations after the market segmentation revision.

kn-abstract= As a preliminary step to conducting a self-organizing simulation of the agglomeration and dispersion of the information and communications industry, we quantify the spatial agglomeration of the information and communications industry in Japan’s major cities. Using the town and district data from the Economic Census for Economic Activity, we attempted a spatial analysis of the information and communications industry in the Tokyo Special Wards as well as in Sapporo, Sendai, Hiroshima, and Fukuoka, which have regional central functions. As a result of detecting spatial autocorrelation in small areas within each city, hotspots indicating the agglomeration of information and communications industry offi ces were found in the city center of each city. At the same time, we were able to confi rm the impact of agglomeration economies, which are the premise of the self-organizing model, and confi rmed that the information and communications industry is an industry suitable for simulation of the self-organizing model.
Krugman（1996）was the fi rst to model the self-organizing model in cities and clarifi ed the emergence principle of peripheral cities, but this was limited to numerical simulations. Later, Kumar et al.（2007）used actual data to show that Krugman’s self-organizing model could be applied to predict corporate agglomeration and dispersion. In this paper, we use an agent-based model to examine whether a self-organizing model is also effective in reproducing and predicting the concentration and dispersion of the information and communications industry in Japanese cities.

en-title=Achievements and Challenges of Student-led Regional Revitalization Activities over 10 Years: Practical Activities in the Mokake District of Setouchi City

en-abstract= Among the officially recognized student clubs at Okayama University, there is a club called the“ Town Development Research Association” that engages in regional revitalization activities. The Okayama University student club “Town Development Research Association” started its activities in 2014. The purpose of these activities is to collaborate with the local residents in the Mokake district of Oku Town, Setouchi City, which faces issues of depopulation and declining population. This project is commonly known as the “Setouchi City Mokake District Revitalization Project.”
Over the past ten years, students have carried out various activities while passing down practical activities from seniors to juniors. The main focus of these activities is to support the children of Mokake Elementary School, where the number of students is decreasing, in order to curb the decline in student numbers. Specific measures for this include “information dissemination by students,” “participation in countermeasures for abandoned farmland,” “creating bases through support for the regeneration of vacant houses,” “support for promoting migration and settlement,” “planning and managing local events,” and “watching over the children.” These activities aim to continuously support and revitalize the community.
This paper reports on the achievements of these student activities, presenting them as a case study of “student-led regional revitalization activities” from the perspective of mutual benefits in terms of student learning and contributions to the community.
kn-abstract= 岡山大学の公認学生サークルのなかで地方創生活動を展開しているサークルに「まちづくり研究会」がある。岡山大学学生サークル「まちづくり研究会」は，2014年に活動を開始，その活動の目的は，過疎化人口減少の問題を抱える瀬戸内市邑久町虫明（おくちょうむしあけ）の裳掛（もかけ）地区をフィールドとした学生と地域住民による地方創生の協働活動であり，通称『瀬戸内市裳掛地区再生プロジェクト』と呼ばれている。
この10年間，学生たちは先輩たちから後輩たちに実践活動をリレーしながら様々な活動を展開してきた。その主眼が，生徒数の減る裳掛小学校の子どもたちの支援活動を続けることで，生徒数の減少に歯止めをかけることである。そのための具体的な方策として，「学生による情報発信」，「耕作放棄地対策への参加」，「空き家の再生支援による拠点づくり」，「移住定住促進支援」，「地域催事への企画・運営支援」，「子どもたちの見守り」などの活動を実践しながら地域を元気にする応援を継続してきた。なお，掲載写真の使用許可は，活動の都度，地域の皆様（保護者を含む）や学生たちに確認・了解を得ている。
本論では，この学生たちの活動の成果を紹介しながら，学生たちの学びと地域への貢献という互恵性の視座に立ち「学生による地域創生活動の実践事例研究」として報告する。

kn-abstract= This paper challenges a fundamental question, ‘Why is an intermediate organization necessary?’ Due to transaction costs and market failures on the one hand and the limitations of organizational control mechanisms on the other hand, many‘ intermediate organizations’ are observed in the real world. How can we tackle to explain the governance mechanism considered to be‘ intermediate?’
If we are to discuss such socioeconomic orders, this paper assumes that we should not be able to link micro-level explanations and macro-level ones concerning the third mode of governance mechanisms all at once. We need to stick to the meso-level at fi rst. The theoretical elaboration since Ouchi’s（1980） discussion of clan-type governance and cumulative empirical research on industrial agglomerations have allowed us to construct a more sophisticated theory called community capital.
In effective communities, members are ‘embedded as insiders’ who serve the purpose of the community, share experiences of failures and successes, and find and deepen their common identity. This limited membership is bound by‘ mutual trust to rely on each other’ for‘ distribution of short-term risks.’ In contrast to social norms that need to be abstract enough to be widely shared, the communal norms that are concrete enough to allow the members to understand without hesitation how they should behave in localized contexts are cumulatively cultivated along socializing process. Among the norms, sense of mutual obligation to incur intermittent costs for the whole community is a crucial norm for the sustainable development of the community. However, as a practical matter, membership control, mutual trust and short-term risk allocation may serve the communities in the short run, but they do not guarantee long-term accumulation of shared capital. As a result, the limits of community capital may need to be discussed once again, especially today when market liquidity is increasing, and its failures tend to become more apparent in a variety of areas.

A“ revolving door” economy is an economy in which firms that enter the market have a short existence period, withdraw and enter the market repeatedly, and new entrants do not contribute to productivity improvement. This means that if new entrants are not sufficiently innovative compared to incumbents, even if the rate of entry into business rises, they will simply be replaced by firms whose productivity level has not changed much, and this will not lead to job creation or improving productivity. A contrasting concept is the replacement of firms by Schumpeter's “creative destruction.” The high level of technology and productivity of new firms entering the market drives inefficient incumbents out of the market. Looking at the statistics, there is a tendency for both large cities to have higher business entry and exit rates, but the difference between the entry and exit rates is greater in metropolitan areas. Although it depends on the regional characteristics, location competitiveness is generally higher in metropolitan areas, and there is a tendency for the turnover rate to be high or the survival period to be short. Before and after regional revitalization, we will examine whether or not there is a departure from the revolving door economy by industry and region, using economic census and TSR （Tokyo Shoko Research） data.

kn-title=Adam Smith’s Support for Big Government: Evolution of his Views on Government from Lectures on Jurisprudence to The Wealth of Nations

kn-abstract=Adam Smith has advocated laissez-faire: however, many of Smith’s interpreters have pointed out that Smith discusses several exceptions to laissez-faire. Most of the important exceptions are not in Lectures on Jurisprudence (LJ); rather, they first appear in The Wealth of Nations (WN). These references seem to reflect a conscious shift in Smith’s policy principle from laissez-faire with small government to state intervention under big government. To compare small government with big, i.e. laissez-faire with government intervention, we must historically distinguish between two types of government intervention. The older type predated laissez-faire and included feudal governments, absolute governments and mercantilism, whereas the newer type includes various primitive forms of modern social or welfare states.
Smith’s primary purpose in LJ is to criticise the older type of big government. In WN, he criticises the older big government in Books I, III and IV and promotes a newer type of government intervention in Books II and V, particularly regarding three important fields. First, he proposes regulating banking and financial markets in Book II of WN. Second, in contrast to LJ, where he gave little attention to public works and institutions, he considers them among the government’s three major duties in Book V of WN. Third, Smith drastically changes his views on taxation. He argues that they should be as light as possible in LJ, but in Book V of WN, he insists on increasing land taxes and abolishing taxes on necessaries; he also recommends introducing progressive taxes and abolishing regressive ones to achieve income redistribution.
This paper considers the shifts in Smith’s position from endorsing the laissez-faire role of government in LJ to promoting government intervention in WN, particularly regarding financial regulation, public works and institutions and taxation.

kn-abstract= The traditional economic base model in the field of regional science contributes to identifying regional income producing industries and labor absorption. The economic base model has some conditional assumptions while it is quite tractable.
Recently, papers by Moretti and others show significant regional multiplier effects of innovative jobs. They refocused on the traditional economic base model. However, their approach has several deficiencies concerning the identification of basic/non-basic industries and ambiguity of multiplier generating mechanisms.
This paper focuses on regional specialization of knowledge intensive industries and creative jobs which are the driving forces of regional development in the framework of the economic base model. The estimations of regional economic multiplier in terms of employment are carried out using two-digit employment and three-digit job classification data at local municipality level with two-period data. Using these data, I explain regional differences by degree of specialization of knowledge intensive industries and creative workers. By doing this, I propose contemporary regional economic policy. Furthermore, by comparing multiplier effects at local municipality level and regional employment area level, benefits of municipal consolidation are shown.

However, tax notices play an important role in terms of tax jurisprudence for both administrative and taxpayers.
Therefore, the tax authorities should develop tax notices as necessary, and taxpayers should understand the tax notices and submit their opinions.

en-title=Building a perspective on the innovation process of local public services

kn-abstract= When local governments develop public services, they often experience innovation processes. More often, the innovation processes referred to here seem to be the perceived needs for transformation faced with external pressures and the purposive responses to them. This article tries to depict this discourse from a different viewpoint. One of the perspectives that has been proposed so far is that the external environments are made up of multiple actors, and that the historical backgrounds and the relationships between these actors affect the structure of administrative organizations and the methods of providing public services. The transformation processes could be one-time events no matter how long the processes may take, but this article tries to argue they may connote a circular mechanism where both of the administrative organizations and the external actors feedback to each other. In order to elaborate this direction of theorizing, three steps are employed by applying existent literature of various types developed in rather a broader context of social sciences. First, if one of the goals of postmodern theorization is liberating the psychological energies of actors from the cramped social reality that structuralists postulated, then Actor-Network-Theory may be useful. Second, according to Sarasbathy’s research on entrepreneurial behaviors, the view that we effectuate our future through what we can do now is attractive in order to create a new discourse of social innovations, where we appreciate them as not springing out of nowhere all of sudden. Third, once this article accepts polyphonic views on social realities where congested discourses interact during abovementioned process, the role of civic entrepreneurs on the frontline can never be overstated enough. This is because such civic entrepreneurs could cooperate with minority opinions and raise them into broader contexts of dialogues within societies.

There is also a Porter-type competitive environment indicator that advocates cluster-like agglomeration. en-abstract= This paper first examines the nature and issuance and circulation of modern central bank notes issued by central banks, and secondly discusses the possibility of central bank notes being replaced by digital currencies, the functions and roles of central banknotes as cash currencies that central banks should originally fulfill, and the progress of currency digitization in global transactions of goods and services, including foreign exchange settlements. We examined whether or not it could adequately fulfill its functions and roles.
The point of contention is that “digital currency” is only one of the functions = means used in exchanging the value generated during consumption activities, and whether it is regarded as an alternative to cash and deposits, or as a completely new function as an intermediary for exchanging value that occurs in each situation in all processes until consumption activity is generated. The path to realization will be different.
In order to maximize the return on investment while taking into account the expected functional requirements of CBDC, it is not necessary to establish the functional and operational aspects of “digital currency” as the basis of a completely new payment and settlement system, but to supplement the various digitization functions promoted by private businesses. By incorporating this role, there is a high possibility that it can be realized as a“ core function of the payment system” that can be used by all citizens while keeping time and cost down.
In this paper, while taking into account the efforts of private businesses, we would like to consider how to operate “digital currency” as one of the mechanisms that will be beneficial to Japan citizens.
kn-abstract= 本稿では，まず，中央銀行が発行する現代の中央銀行券の性質や発行・流通について省察を行ない，次に，中央銀行券がデジタル通貨に置き換わる可能性について，中央銀行が，本来，果たすべき現金通貨として中央銀行券の機能や役割，また，外国為替決済を含め，グローバルな商品やサービス取引における通貨のデジタル化が進む中で，その機能や役割を十分に果たしえるか否かについて検討した。
その論点は，「デジタル通貨」はあくまでも消費活動の際に発生する価値を交換する際に使用される機能＝手段の一つであり，現金や預金を代替するものとして捉えるものなのか，それとも，消費活動が生成されるまでの全ての過程において個々の場面で発生する価値を交換する媒介手段として，全く新しい機能として捉えるのかによって，機能と役割も含め，実現するまでの道のりは違ってくる。
想定される中央銀行デジタル通貨（Central Bank Digital Currency，以下CBDCと言う）の機能要件を考慮しつつ，投資対効果の極大化を実現するには，全く新しい決済システムの根幹として「デジタル通貨」の機能面・運用面を確立するものではなく，民間事業者が進めている様々なデジタル化機能を補完するという立ち位置を加味し，現在進められている事業モデルの中に，「中央銀行券」の代替として「デジタル通貨」としてその役割を組み込むことで，時間とコストを抑えつつ，万民が利用可能な「決済システムの中核機能」として実現できる可能性は高いものと思慮する。
本稿では，民間事業者の取り組みを検証しながら，日本国民にとっても有益となる仕組みの一つとしての「デジタル通貨」の運用方法を考えたい。

kn-abstract= In this paper, I consider the meaning of occasional income（individual income tax）in terms of legal interpretation.
Occasional income should be levied because Japanese income tax system is set up based on comprehensive income concept. But I explain some cases that it is not appropriate to impose income tax on some kind of occasional income.
How should we consider?
My conclusion is that we should use conventional wisdom when we consider legal interpretation concerning tax law.

en-title=Half a Century of Experience in Labor Input and Productivity in the Vietnamese Economy

en-abstract= This paper aims to analyze changes in productivity over a half-century by measuring quality-adjusted labor input （QALI） in the Vietnamese economy for the period 19702020. The biggest barrier to the construction of productivity account for the Vietnamese economy is that compensation of employees （COE） is not estimated in the Vietnamese System of National Accounts（ VSNA）. The time-series estimates on hours worked and hourly wage rates, which are cross-classified by gender, education, age, and employment status, are constructed based on fragmentary available data in Vietnam. The constructed data enables to development of not only the QALI but also the COE and labor share with a micro foundation. In August 2022, the VSNA based on the 2008 SNA was released, resulting in a significant upward revision of GDP. Based on the new VSNA, which extends back to 1970 in this paper, the labor quality improvement has accelerated from 0.6% per year in 19702000 to 2.0% per year in 200020（ mainly through improvements in education）. This acceleration explained 65% of the increase in QALI and 14% of the increase in labor productivity over the same period. This paper also finds that total factor productivity in the Vietnamese economy started to improve later than in the previous analysis, becoming more pronounced in the second half of the 2010s.
kn-abstract= 本稿は，1970－2020年のベトナム経済における品質調整済み労働投入量（quality-adjusted labor input: QALI）の測定により，半世紀にわたる生産性の変化を分析することを目的としている。ベトナム経済の生産性統計の構築における最大の障壁は，同国SNA統計（VSNA）では雇用者報酬が推計されていないことである。本稿は，断片的な資料に基づきながらも，性，学歴，年齢，就業形態別のクロス分類によって定義された労働時間と賃金率の時系列データを構築し，QALIとともにミクロ的な基盤を持つ雇用者報酬と労働分配率の測定へと接近する。また2022年８月には2008 SNAに基づくVSNAが公表され，GDPは大幅な上方改定となった。新しい基準のVSNAに基づき1970年まで遡及した本稿での測定結果によれば，労働投入における質的改善のスピードは1970－2000年の年率0.6％から，2000－20年には（おもに学歴改善を通じて）年率2.0％へと加速し，それは同期間のQALI拡大の65％を牽引し，また労働生産性改善の14％を説明する要因となったと評価される。そしてベトナム経済で全要素生産性が改善を始めた時期は，旧基準に基づく分析結果よりも遅く，2010年代後半に顕著となったことが見出される。

kn-abstract= When we analyze the international and interregional relation we need the Transnational Interregional Input-Output Table based on International Input-Output Table. At the moment Transnational Interregional Input-Output Table between Japan and China （TIIOT） made by IDE-JETRO provide the most useful information about these research. However, the regional classification of Japan in the table is not classified in detail such as Hokkaido, Tohoku, Kanto and so on. Therefore, the author divide Kanto area of TIIOT into 11 regions by information based on author's study （Ishiro （2011））. Furthermore, we divide the South Korea into 6 regions to expand our study and database. We analyze water footprint between Japan and mainland China and South Korea （Ishiro and Hasebe （2013））. Additionally, we expand our database to divide 7 region of mainland China into 30 regions by information of China multi-regional input-output table（ Ishiro and Yu（2016））. In this study we analyze the water inducement structures between Japan's Tokyo and Kanagawa and China's Beijing and Shanghai and South Koreaʼs Sudogwon by the database of Ishiro and Yu（2016）

en-title=Factor Analysis of Changes in CO2 Emissions in China

en-abstract= In this study, we clarified the factors that caused the change in carbon dioxide（ CO2） emissions in China by using the “deviation from proportional growth analysis”（DPG analysis）, which is an application of input-output analysis. The target period is two periods of 2007-2012 and 2012-2017.
The factors of consumption and investment were positive and the export factor was negative throughout both periods as factors for changes in production volume in each industry. In the latter period, the consumption factor expanded rapidly and became the overwhelming positive factor. On the other hand, the investment factor has shrunk. It was found that the Chinese economy has changed from export-led to domestic demand-led, and even among domestic demand it has changed to consumption-led. The major factors behind the change in CO2 emissions were the CO2 reduction effect due to changes in technology and emissions coefficients throughout both periods. By sector, the power and heat supply industry had a large negative impact, and power saving in other Chinese industries also progressed. Comparing the first and second period, it was found that the negative magnitude of DPGs of CO2 emissions in all industries expanded in the second period, and that energy saving progressed acceleratingly in each individual industry.
kn-abstract= 本研究では中国の二酸化炭素（CO2）の排出量変化がどのような要因で生じたかについて，産業連関分析の手法である「比例成長からの乖離分析」（DPG分析）を用いて明らかにした。対象期間は，2007 ～ 2012年と2012 ～ 2017年の２期間である。
各産業の生産量変化の要因は，両期間を通じて消費と投資がプラス要因で輸出はマイナス要因であった。後半期には消費要因が急拡大し圧倒的なプラス要因になった。その一方で投資要因は縮小した。中国経済は輸出主導型から内需主導型に変化し，内需の中でも消費主導型に転換していることがわかった。CO2排出量変化の要因は，両期間を通じて技術変化と排出係数変化のよるCO2削減効果が大きかった。部門別には，電力・熱供給産業でのマイナスが大きく，その他の中国産業でも省電力が進展した。前半期と後半期とを比較すると，全産業のCO2排出DPGのマイナス幅は後半期で拡大しており，各産業それぞれで省エネが加速度的に進んだことがわかった。

kn-abstract=This study looks back on early household consumption research in consumer behavior research and summarizes the challenges in considering the growth of externalized household market. This study shows that the effect of dualearner household to the externalization of household has not been necessarily identifi ed robustly, while the effects of income and life cycle have been identifi ed robustly. The study shows that it is necessary to control the effects of income and lifecycle to understand the effect of dual-earner household to the growth of externalized household market, and it is important to focus on the meanings given to time-saving products in consumption process.

kn-abstract=The purpose of this paper is to examine the relationship between accounting fundamentals and future abnormal returns for prime market issues on the Tokyo Stock Exchange. The background of the study is the revision of market segmentation in Japan starting April 2022. To elaborate, the market classification on the Tokyo Stock Exchange has been reorganized from the four categories of“ First Section,”“ Second Section,”“ Mothers,” and“ JASDAQ” to three categories of“ Prime Market,”“ Standard Market,” and“ Growth Market.” By examining the relationship between accounting fundamentals and future abnormal returns for prime market stocks, this paper provides empirical evidence on how the introduction of this new market classification affects the relationship between value based on accounting fundamentals and stock prices.

en-title=Estimation of Saving Rates by Age Group in Japan using 2019 National Survey of Family Income, Consumption and Wealth

kn-abstract=This paper estimates saving rates by age group in case of Japan using 2019 National Survey of Family Income, Consumption and Wealth（ NSFICW）. NSFICW is a large-scale survey with sample size of about 48,000 households for consumption expenditure and about 92,000 households for household revenue. We usually have saving rates of households, but those of individual are needed to investigate the effects of the decreasing birthrate and aging population on the average saving rates of macroeconomic level. This paper estimates the saving rates by age group. Some assumptions of transfers of income within a household are set. The results show the appropriate patterns of saving rates for age group, which are consistent to the life-cycle hypothesis. The saving rates of age after the middle 30s until 50s are in the rage between 30 to 38 percent. Then the rates drop after retirement. The rate over 75 years old is 1.3 percent. We also fi nd that the gap between retirement age and the starting point of public pension benefit brings drop and back of saving rates at the age of 60s.

kn-abstract=地域振興を目指す地方自治体にとっての関心事は，生産額や所得以上に雇用であるといえよう。特に，人口減少時代においては，その重要度は高まってきている。
地域産業連関表においては，雇用係数を用いて最終需要の変化に対する雇用誘発効果を産業部門別に求めることができる。しかしながら，どういった経路を経て雇用が変化していくのかを検証することは出来ない。それを見るには雇用係数に基づく逆行列を作成する必要がある。
本研究では，生産者価格表示の競争移入型の地域産業連関表を雇用者数で把えたモデルに置き換え，それによって需要の変化による雇用者への影響について，他産業からの間接効果を見ることができるようにモデルを転換する。また消費内生化モデルとすることで，雇用効果を「レオンチェフ（生産波及）効果」と「ケインズ（所得・支出）効果」に分離することを可能としている。これらによって，産業別に雇用波及プロセスの異なりが明らかになり，地方自治体の総合戦略の実践や今後の政策立案にとって大いに寄与するものとなる。

kn-title=Researching Innovation in Language Education: The Case of the English Café

kn-abstract= This paper examines issues pertaining to research methodology that can arise during the planning and execution of studies designed to investigate innovations in language education. In order to address this topic, we draw on the three studies that we carried out in the English Café and the L-café, social spaces for language learning, located on the campus of Okayama University. These studies include an ethnography, a multiple case study, and a narrative inquiry. In this paper we adopt a narrative mode and tell the story of the research process. We begin by describing the research environments − the English Café and the L-café − and outlining the studies. We then examine the evolving theoretical orientation that informed the emergent design of the studies and guided the interpretation of the data. In this section of the paper, we take a close look at how our initial focus on the communities of practice construct led us to adopt an ecological approach that further expanded to encompass aspects of complex dynamic systems theory. In the final section of the paper we reflect on how the expanding theoretical orientation influenced the methodological design of the studies and consider the implications for doing research in innovative language learning environments.

kn-abstract= This paper is a reflective practice and study of the development of a content-based intermediate English course (over 550 TOEIC score) at a university in Japan. The design of this course utilized scaffolding strategies (Pawan 2008) to provide content and language integrated learning (CLIL) in the classroom. While planning to teach a basic cross-cultural communication (CCC) topics curriculum, a perceived need arose to design a course of study where students can critically engage in analysis from many cultural perspectives. In addition, another requirement of this course was that it must be capable of supporting L1 and L2 students of multiple levels of English ability from native level to intermediate English learners. It was decided to utilize a film studies curriculum allowing students to gain knowledge of this particular skill. With a rich catalogue of films to choose, the scaffolding of learning film analysis techniques leads students on a path of awareness that enables them to compare and contrast differences in film versions of Shakespeare’s Hamlet. The end result was a course that raised student motivation and awareness to explore further outside the classroom thus creating autonomous students learning a language.

kn-abstract= The purpose of this paper is to clarify the role and position of Poland in the European production network, where the automobile industry is undergoing spatial expansion and upgrading. In the analysis of the automobile industry, Central and Eastern Europe is positioned as a periphery of Western Europe, and has many common factors in terms of growth after the transition to a market economy system. On the other hand, there are signifi cant differences in the growth process of the automobile industry in the four Central European countries. In the case of Poland, the continuation of the production system under the socialism economic system, the transformation of the fi nished vehicle production situation due to the change in the relationship with FIAT, and the acquisition of a role as a production base for engines and components in the European region can be seen. In terms of the production network, Poland has been integrated into a wider network in Europe and connected to a multilayered supply-chain as multinational automakers have changed their strategies in Central and Eastern Europe. Poland has also been producing EVs and other next-generation automotive products and receiving investment in them in recent years, which has led to the entry of new companies, signifi cant changes in production networks, and new developments such as state-owned companies leading domestic EV projects. Trade has also been expanding in line with the expansion of production, indicating an export-oriented industrial structure. There has also been a deepening of supply relationships within Central and Eastern Europe, particularly in the area of parts, and it has become clear that there has been a remarkable expansion of exports of fi nished vehicles and parts to Central European countries.

en-abstract=Railway development is a universal phenomenon in continental Europe of nineteenth century. On the one hand, railway construction was controled by government to a greater or lesser degree, but on the other hand the government helped build the railway. In any case, the development of railways was indispensable to industrialization of the country. In the middle of nineteenth century, when the railways were being build all over Europe, there was no independent Poland. The first railway built by Poles was the Warsaw – Vienna Railway. It was a private initiative by Polish bankers, and it opened in 1845. The developing Lodz textile industry desired strongly to construct the railway to transport coal, raw materials and products in the city. But they had to wait for 20 years to get conection with railway. The efforts and actions of railway enterprizes and industrialists of the Polish Kingdom under domination by unfriendly Rusia were characteristic of the nineteenth century Poland.

kn-abstract=This paper describes the doctrinal trends of the Catholic Church and the rise of populist politics by analyzing the political, economic, and social changes that have occurred since the system transformation period.
In 1989, Poland became the first socialist country to establish a non-communist government and led the system transformations in Eastern European countries. Politically, Poland has broken the communist dictatorship and introduced political pluralism, economically she has promoted market liberalization, and socially she has achieved democratization and cultural pluralism. However, politicians, while superficially advocating political pluralism, often engaged in a battle of mutual accusations through “lustration,” which refers to policies that limit the participation of former communists, especially informants of the communist secret police, resulting in political chaos. In recent years, under the “Law and Justice” regime, Catholic traditions and conservative national and family values have been honored as values that must be upheld by Poles, while EU skepticism has been propagated, anti-immigrant sentiments have been fanned, and the clampdown on LGBT people has been tightened. Conflicts with the EU have also intensified, including political intervention in the judiciary and the supremacy of domestic law over EU law. Put simply, Law and Justice, while claiming to reintroduce pluralism into a Polish polity dominated by the monolithic technocratic liberalism that was dominant in the early years of the transition, has in fact empowered social groups that felt excluded from the post-1989 reforms to create a more exclusive monism.
Thus, while Poland received international attention as a country that led the way in democratization among the former Eastern European countries, even today pluralism has not taken stable root. In Chapter 1, the political and economic situation and changes of doctrine of the Church during the transition period will be analyzed. In Chapter 2, the political changes during the EU accession period and the church’s search for its position will mentioned. The chapter ３ will analyze the rise of populism after 2015 and its relationship to the Catholic Church.

en-title=Poland: Stabilization and Reforms under Extraordinary and Nomal Politics

kn-abstract=In this paper, the author will focus on his role in the government as a Minister of Finance in charge of the fiscal policies and Deputy Prime Minister responsible for the overall coordination of the economic reforms. He dedicates much attention to the first ‘romantic’ period when Poland was the first post-socialist country to launch radical stabilization and reform program. This was done during the period of ‘extraordinary politics’. But the author also covers another period of stabilization and accelerated reforms in Poland （Oct. 1997 ‒ late May 2000）. This has happened under completely different political conditions of‘ normal’（ but peculiar） politics. In discussing both periods the author tries to deal with the three interwoven topic: 1. The content of policies; 2. The managerial aspects of their launching and implementation; 3. The political economy of stabilization and reforms.
The author starts with a brief description of his intellectual journey which has led him to the belief in the radical reforms as the best option after socialism. The next section deals with the romantic period of Sept. 1989‒Dec. 2001. The author then briefly mentions his activity between 1992 and Oct. 1997, including his activity as the leader of the main free market party in Poland. More attention is dedicated to the next period of stabilization and reform, when the author was again in the government. The author ends with some general observations.
Poland’s experience shows that stabilization and reforms are possible both under extraordinary and normal politics, if certain conditions are met. In the first case, speed is of utmost importance which requires that the plan is prepared before the window of opportunity appears. In the second case, speed and the previous work are important, too.
The greatest achievements of Poland’s transition policies are expressed, in the view of the author, in that Poland’s GDP, 1989‒2013, had more than doubled. This was largely due to the accumulated reforms with respect to the enterprise sector and in the macroeconomic policies （especially monetary） that prevented the emergence of boombust episodes.

kn-abstract=平成23（2011）年に設立された「岡山大学地域総合研究センター」は、通称「AGORA（広場）」と呼ばれ、地域コミュニティにおける「市民参加や市民協働」、「地域共存・地域共生」を推進、実践するために、多様な人が集い、みなで熟議し、直面する社会課題を解決することを使命とした全学センターである。そこではシンクタンク機能を果たしながら、併せて、学生の地域社会における活動や教育カリキュラム作りを支援する活動を続けてきた。令和３（2021）年は設立10年目を迎えるため、拙者が担当した倉敷市に係る活動の概要を紹介することにより、同センターの小括として記録に留める。

kn-abstract=This study conducted a questionnaire survey of current students taking career course at Chinese universities that have a multidisciplinary human resource development program, and found that career education course at Chinese universities have an impact on the career awareness of university students. This is a study of the effects that have occurred. Specifically, using the“ Business Japanese” curriculum, which is part of the career education of the “IT + Foreign Language” program, as an example, how students can acquire useful knowledge for job hunting such as Japanese corporate culture, self-understanding, and business manners. We measured the expected value and satisfaction level of this subject as to how it affects the improvement of employment awareness. As a result, by subject, science course students had higher expectations and satisfaction than liberal arts (humanities) course students, and in terms of self-understanding, the average value that was good before taking the course was low, confirming the effectiveness of this course. In addition, for human resources trained by the“ IT + Foreign Language” program, there is a high demand for Japanese language knowledge, and there are many hopes for lesson content, teaching methods, and teaching materials. It has been demanded.

kn-abstract=スミスの主著のフルタイトルは『諸国民の富の性質と諸原因の研究』であり，かれが富の諸原因の考察を自著の中心主題としていたことは明らかである。しかしスミスが何を富の原因と考えたか，そもそも富の原因がいくつあると考えたかについては，これまで十分に明確にされていない。本稿は『国富論』の母体となった『法学講義』（Bノート）の行政論と『国富論』の理論構成を比較考察することを通じて，『法学講義』行政論で論じられている富裕の５原因が『国富論』第１～５編の各編に継承されたことを明らかにする。

kn-abstract= This paper surveys the recent trends in currency investment. In particular, this paper focuses upon strategies which employ cross-sectional information across countries. First, I introduce a carry trade that is the most popular investment strategy. Next, I explain developments of momentum and value strategies. Then, the other strategies are classifi ed into two groups. The former group exploits macroeconomic information such external debts and output growth. The latter group employs information in fi nancial markets such as term spreads and cross-sectional spot exchange rate return correlations. Finally, I describe two future research directions.

kn-abstract= Once a fi rm is vertically integrated, it is well-known that such a firm has an incentive to delegate quantity decision to its downstream affiliate to increase its total profits by manipulating its input price. This kind of analysis has been analytically done but this note applies Ikema's diagrammatic demonstration to the model with a vertically integrated fi rm to show how to derive the market equilibrium in "quantity-price" plane diagrammatically. First, we derive the locus that firms' optimal supplies at any price level, which is called "Cournot-Ikema curve" and derive the equilibrium point which is identifi ed with the intersection of a demand curve and the Cournot-Ikema curve. This paper fi nds that strategic delegation rotates the curve clockwise with a fixed point at a price level equal to marginal cost. Finally, our model is extended to the case that a multinational enterprise manipulates transfer price, and shows that such a tax motivated transfer price further rotates the curve.

kn-abstract= This paper proposes a new approach to construct IO Table called“ Reduced Form Approach.” There are a survey method and a non-survey method for constructing the regional input-output table. This paper proposes a hybrid approach that combines a survey method in terms of utilizing individual information and a survey method in the sense of conducting a questionnaire survey of business establishments.
The most difficult part of constructing a regional input-output table is estimating the value of exports and imports. Furthermore, in an open regional economy, exports and imports have a large weight. In many of the conventional methods, the import/export rate was taken from the input-output table of the prefecture, and the import/export value was extracted as the residual of the expenditure balance. In this paper, we propose a “Reduced Form Approach” that reproduces the input-output table from the production induced value. This not only overcomes the difficulty of balance adjustment, but also realizes the visibility of simulation analysis using an input-output table.

kn-abstract= The purpose of this paper is to examine fundamental analysis from an accounting perspective and clarify its value and significance. For that purpose, I focus on quantitative investment strategies, capital market research in accounting, accounting anomalies, mispricing, and research paths. Fundamental analysis is one of the important directions in empirical accounting research that has been studied since Ball and Brown（ 1968）. Fundamental analysis influences neighboring research areas, and thus it should not be ignored or downplayed in accounting research because of the dissemination of quantitative investment strategies.

kn-abstract= Porter（ 1990） proposes the concept of“ cluster”. The purpose of this paper is to examine how clusters are positioned between the market and the hierarchies, as Porter（ 1998） presents the challenge. At the same time, there are intermediate organizations such as a series between the market and the hierarchy, so we will also discuss them. As for the hierarchical organization, we conducted a case study of Yokoyama Seimou, and examined its characteristics. The significance of this paper is the following two points.（ 1）Hierarchical organization, competition by visible hands, division of process in Ota Ward, and cluster can simultaneously achieve productivity and innovation. （2） Regarding Yokoyama Seimou’s case study, the company is located in an area that can hardly be called a cluster and is a hierarchical organization that vertically integrates processes, the company has succeeded in meaningful joint development with other companies. As an implication for the region, it is also important to view the whole of Japan as a network, regardless of the cluster.
The structure of this paper will be discussed in the order of Porter’s theory of clusters, existing research on intermediate organizations, Yokoyama’s case study, discussion, and conclusion.

en-title=The Development Strategies of Poland and the Engine of Polish Economic Growth

kn-abstract= In this paper, authors analyze the changes in the national development strategies of the Polish government since the First World War, the state investment that became the driving force of economic development, the trends and positions of foreign capital, and the changes in the economic environment surrounding the Polish economy. In the Second Republic, economic liberalism was a widely supported philosophy in the business world and academic society. However, in order to support very weak economic fundamentals, the government seized the key industry and tried to rebuild the economy. Although foreign capital played a very important role in economic development, Polish people’s distrust in foreign capital was strong. After the Great Depression, the Central Industrial District（ CUP） was built under the leadership of the government. However, with the outbreak of World War II, the formation of a strong core industrial base was suspended.
After the Second World War, the government initially aimed to build a Peoples Democracy system based on pluralism. However, when the Cold War sharpened, rapid industrialization and collectivization of agriculture were forced. The Stalinist economic development strategy failed in a few years. Nevertheless, from the end of the 1950s, mining development and industrialization based on the mechanical and chemical industries were carried out again. This industrialization of capital goods sector-oriented production has distorted the people’s consumer life. However, in the long run, it cannot be denied that the industrialization of that time became the basis for the formation of the wide promising fields of the Polish industry. Since 1970, an open economic strategy has been adopted. Modernization was attempted by introducing licenses from the west. However, new investments did not lead to expansion of export, and cumulative debt increased. During the economic crisis, the“ Solidarity” movement quickly grew into a national movement, but this did not lead to a fundamental economic system change. Economic reform was also attempted in the 1980s. However, the socialist economic system was unable to adapt to the new global economic system driven by innovation. The inflexible system lost its growth potential.
After the collapse of socialist system in 1989, radical liberalization policies drastically improved economic imbalances, and the economic policy enabled high growth. During the transition period, foreign capital greatly contributed to growth. The automobile industry is a good example. This industry is associated with wide parts production. Many domestic intermediate goods manufacturers increased their orders, and their technical capabilities were rapidly improved through the guidance of foreign capital. In addition, export has improved significantly due to the expansion of production by foreign-affiliated companies. In contrast to the Second Republic, foreign capital played a major role in nurturing domestic industries. By the end of the 1990s, the Russian economy had had no effect on the Polish economy. At the transition period, the Polish industry shifted rapidly to the EU. At the same time, since the manufacturing field was the foundation of Polish growth, the impact of the 2007 global financial crisis wasn’t serious. Not only that, Poland maintained positive growth in 2008 as most countries in Europe fell into negative Currently, low-wage, low-value-added production based on FDI inflows and abundant labor force is the driving force for growth. In the medium and long term, the Polish economy cannot grow if it stays in the current subcontract production status of industrialized countries. The key to Poland’s escape from the “middle-income trap” is how to develop“ new Polish companies” that produce high-value-added products and services under global competition.

kn-abstract=The purpose of this paper is to perform factor analysis on financial ratios calculated using consolidated financial statement data from the fiscal year ended March 31, 2006 to the fiscal year ended March 31, 2017, which are disclosed by Japanese companies, and to classify financial ratios.
The analysis provided evidence to suggest that both net income and cash flows from operating activities are functioned as financial performance measures with similar properties. We also find that capital efficiency is an important factor. Furthermore, there is also evidence that cash flows from investing activities and cash flows from financing activities have a common factor.

kn-abstract=1. Diffusion of Marxism and inflation of the concept “proletariat”
The concept of “proletariat” is the central concept of Marxism. However, its content varies according to times and regions. For Marx and Engels, proletarias are workers who work in the capitalist large industries, they overthrow the rule of capitalists through the revolution and are the subjects of the construction of society in the future. Kautsky put workers in small factories and small farmers into the category of proletariat. Lenin overestimated capitalist development in Russia and included farmers without horses into proletariat. In Mao Zedong, agricultural workers, rumpen, handmade workers, peasants, clerks and peddlers are also allowed to participate in the revolution. The concept of proletariat is inflated. As the region moves away from the center of the world system, the scope of participants in the revolution has been expanded.
2. “Proletariat” in Marx’s view on social development
In Marx, proletariat is given a privileged position as a revolutionary subject in the capitalist society. In the “formulation” of historical materialism, modern bourgeois society is given a privileged position in human history. Proletariat is privileged in dual sense. In this formulation, there is no social antagonism in the future society that Marx believes. This future society should be called a “community without law and state”. It is recognized that the development of capitalist production increases the number of workers and the ordinary electoral system increases possibilities of acquiring a working-class regime. Still, Capital insists that the revolution is inevitable. Marx and Engels never abandoned “revolutionism” throughout their lives.
3. Marx’s revolutionary strategy and British working class
For Marx and Engels, England is a typical country of capitalistic development, giving models to other countries.However, the English working class in the mid-19th century was not “revolutionary”. The English labor movement during this period had been internalized under the guidance of the “labor aristocrat”. Working class was integrated as “nation”. While cooperating with the reformists politically, Marx was argueing revolutionism in scientific books. While cooperating with the reformists politically, Marx was advocating revolutionism in Capital. In modern bourgeois society, it is usual that labor classes are integrated into a system as “nation” and labor movement is to become reformistic, but Marx could not analyze this situation as a problem of upper structure of capitalism in general. In England Marx cooperated with the reformist labor movement, but could not abandon his revolutionism.
4. Reform Movement and Revolutionism: German Revisionism Controversy and Russian Party Organization Controversy
At the German Social Democratic Party, there was coexistence of reformistic practice and ideology of revolutionism. Kautsky was a personal expression of this coexistence. He adhered to revolutionism, but acknowledged that socialist consciousness was brought into labor movement from the outside historically. Bernstein claimed that revolutionism is an obstacle to workers’ reform movement. In the controversy concerning the organization of the Russian Social Democratic Party, from the standpoint of revolutionalism, Lenin argued that “external injection” is necessary because the workers’ reform movement and the revolutionary socialist movement are not directly connected. The revolutionary forces are not necessarily the product of the capitalist big industry. Those who have abilities to resist the capitalist system, they can participate in the socialist revolution through the “external injection” of the revolutionary party. It can be said that the logic of “external injection” made it possible to disseminate Marxism to the semi-periphery and periphery.
5. Conclusion
The Marxist revolution theory is understood as the theory of “revolution of developed countryies”. This is because it assumes the proletariat produced by the capitalist big industry as the revolutionary subject. In the case of Marx, its understanding is correct. However, the successful acquisition of the regime by the Marxist was in “backward countries”. It can be said that the key to solving this paradox was in the unreality of the concept of “proletariat” at the core of Marx’s revolutionism. Marx’s “proletariat” has no realities in the working class in center of modern capitalit world system （“developed capitalist countries”）. On the other hand, various anti-systemic forces were formed as a revolutionary subject entity or “proletariat” by “external injection” of the revolutionary parties in semi-periphery and periphery （the “backward areas”）. Rosa Luxemburg called as “clique management （Cliquenwirtschaft）” the regime that such forces could aquire. Under the “clique management” system, people remained in the object of governance and never became the subject.

kn-abstract= Group norms are often revised or changed, although consistency and stability are desired when considering group management. The current study aimed to explore the process of group norm change by analyzing the minutes of meetings. Meeting minutes were coded by a psychologist and two graduate students of psychology. A total of 12 categories were identified: “Express determination in changing constitution”, “Ideal constitution,” “Informing current situation” “Changes from the past,” “Questions,”“Resolution of question by explanation,” “Statements for improvements” “Personal opinions,” “Understanding/agreements,” “Consents” “Conclusions,” and “Suspensions.” The results of the current study demonstrated that 1) central group members’ perceptions of the gap between their ideals and the current situation led to a change in group norms in order to realize their ideals, and 2) group members changed the group norms taking into consideration the norms that had been passed down by former members and those that they would hand over to future members.

kn-abstract= TPS（ Toyota Production System） is the well-known system which is one of the strong points in Toyota. Nowadays lots of books are published about TPS as thesis and know-how books. It is said in Toyota internal, TPS is the management system and know-how of Kaizen for cost reduction activities based on two pillars such as Autonomy（Jidoka） and“ Just in time”.
However I think it is not enough paying attention about on a management system, than the know-how of Kaizen by the ₃rd party.
In this paper, focusing particularly on the management system such as wages linked on productivity measurements which Mr. Taichi Ohno, the founder of TPS, developed as well. Also focusing on the evolution, how does this system pursue the circumstance change including Toyota employee interview.

kn-abstract=This paper uses the latest statistics of the National Bureau of Statistics to analyze the characteristics of China's population aging. On this basis, the paper introduces the operation status of long-term Care insurance system in Qingdao, Shandong and Nantong, Jiangsu. As an important barrier to the aging population, the long-term care insurance system has the advantages of using the market-oriented principle to reform the elderly care service market and realize the social distribution of the elderly’s maintenance responsibility. However, China’s long-term care insurance system, which is in the trial operation process, still has some drawbacks, we will be focusing on how to get rid of these shortcomings of the system as core issues of the reform.

This article examines the actual economic and social condition of White Russians comparing to other ethnic groups in Manchukuo society, especially to Japanese and Manchurians/Chinese. The author will present the differences between the public propaganda for White Russians and the reality which they had experienced in Manchukuo. It is hoped that this article will show what kind of“ Racial Harmony （minzoku kyowa）” and“ Harmony of the Five Races（ gozoku kyowa）” society were created in the New State in case of minority group such as White Russians.

kn-abstract= In order to reveal the environmental history of the forest in Okayama Prefecture in the modern period, this paper analyzes the production situation of the forest products in the scenery of the change of the forest environment. As a result, the following items were found out.
After the Meiji period, Okayama Prefecture, which had been in middle or low-ranking as a position among the whole country as a place of production for lumber and wood charcoal, had produced forest products stably for a long term. The amounts of production of the forest products had gently increased after World War I in the background of the industrialization and urbanization until the early days of the Showa period. However, the situation had greatly changed when it entered World War II period, and the amount of production had increased remarkably up to the end of the war.
In Okayama of the Meiji period, erosion control works was prosperous so as to be located thirdly on a budget in the whole country. Therefore, there was the problem of“ Hageyama”, the bald mountain in Japanese, from early modern period. A remarkable increase in production of lumber and wood charcoal is confirmed for the wartime period around 1930, and this is thought to have pushed forward more forest dilapidation by statistics data. It was limited during the period of 10 ⊖ 20 years that excessive production was carried out. Since the forest conservation project was to increase the effect, now that 70 years after the war has passed, the forest is looking at a sufficiently recovered.
However, it is in condition that the forest was left untreated and is hard to say that the function of the public benefit that the forest has been shown continuously now. Based on the actual situation in the times while the production activities of forest products were carried out actively, drawing the future vision of forest will be necessary.

kn-abstract= In this paper, we gathered the data from public sources for analyzing the outcomes of 531 cases and 785 cases decided respectively by Japanese and Chinese courts at the first trial of patent litigations between 2004 and 2016. Using these data, we implemented a comparison analysis on recent patent litigations between Japan and China. Moreover, combining with information from Patstat, a patent database, for the patents infringed, we did an empirical analysis on determinants of trail win rate and rewards in patent litigations both for Japan and China.
Our estimated results suggest that China has the determinants on rates of success and appeal which very similar to those in Japanese patent suits. On the other hand, however, for infringement awards, those that influence the outcome of the courts are quite different between the two countries.

kn-abstract= In this paper, the authors examine the reasons why outsiders such as the staff of public and private sector organizations as well as individuals made contact with the International Students Advisory Office（ ISAO） at
Okayama University during the period from November 1999 to March 201₇. At ISAO 80% of the visitors are the students, staff and faculty of Okayama University, and the rest, 20%, are non-university people. Because of its name, people assume that ISAO visitors are only university-related people. However, advising and supporting international students cannot be done only on-campus, but also requires support and help from people outside of the university. The purpose of this paper is to focus on this 20% of ISAO visitors and to analyze the reasons for and frequencies of their inquiries.
A total number of ₆,808 queries were made from outside the campus during the 1₇ year and ₅ month period under study. ₇8% of these were from Japanese and 22% were from foreigners. ₇₆% were residents of Okayama Prefecture. As for their affiliation, ₃9% were individuals; 20%, the staff of educational institutions; 18%, NPO’s and other private groups; 1₇%, government officials; ₆%, company workers and managers. As for the reasons for contacting the office, the majority, ₅1%, were related to exchange/support; while 2₇%, daily life-related matters; 8%, information exchange with other students advisors; ₆%, study-related matters; and ₅%, university admission related.
In the discussion, the authors examine the inquiries by other universities, foreign governments and mass media, and analyze their meaning and characteristics. The authors also point out the typical problems pertaining to“ cultural exchanges” with schools. Finally, they look at issues related to the alumni and alumna who return as continuous users of ISAO.

kn-abstract= Uzuka and Oka （2016） studied the result of the questionnaire for international students who had tutorials by International Student Support Volunteer Group, WAWA during the period from April 2007 to March 2015 and clarified some issues such as the necessity of regular tutoring, demand to accommodate a wide variety of situations, enhancing the quality of volunteer tutors and so on. Meanwhile, a questionnaire survey for volunteer tutors was also conducted. In this paper, the authors examine the situation and the issues of tutoring for international students based on the results of this tutor survey.
A total of 113 volunteer tutors （a response rate 77.9%） responded to the survey. Research has found that periodicity, frequency and the number of items covered by tutoring are the three factors that are related to tutor satisfaction. Authors recognize statistical difficulties that there can be a mutual influence relationship among the three factors and the satisfaction of the tutors and the data used in this study are irregular repeated measurements. Based on these points of consideration, the results of this survey targeting tutors revealed that the satisfaction level of tutors who conducted periodic tutoring was significantly higher than those who did not. In addition, it was confirmed that the degree of satisfaction of tutors with more frequent tutoring was significantly higher than those with less frequent one and the satisfaction of tutors who accommodated more items was significantly higher than those who did less. Therefore, the result shows that it is the most important tasks for WAWA staff and advising teachers to build a tutoring system that can conduct periodic tutoring which offer multiple services including various living support along with Japanese language learning support at least once a week for four months.

en-title=Support for Big Government : Evolution of Adam Smith’s View on Taxation from Lectures on Jurisprudence to The Wealth of Nations

kn-abstract= Adam Smith is well known as an archetypal, leading economist and advocate of laissez-faire capitalism. In fact, Smith analyses the autonomous mechanism of a market economy, criticises mercantile protection, and strongly advocates a free trade policy. However, a considerable number of Smith’s interpreters such as J.Viner have recognised that Smith himself offers many exceptions to laissez-faire. Interestingly, most of the exceptions are not presented in Lectures on Jurisprudence（ LJ）; they appear for the first time in The Wealth of Nations（ WN）. Rather than inconsistencies in the passing, these references seem to reflect a conscious shift in Smith’s policy principle from laissez-faire with a small government to state intervention under a big government. In WN, Smith maintains support for the laissez-faire approach only in the area of foreign trade, and prescribes state intervention in other areas such as banking, financial markets, public works and institutions, and taxation. This article focuses particularly on the evolution of Smith’s view on taxation from LJ to WN. Smith insists in LJ that taxation should be minimised so as not to interfere with the behaviour of various economic agents and the autonomous mechanism of a market economy. However, Smith renounces his fundamental idea of taxation in WN, which indicates support for the imposition of heavier taxes on the rich and reduced taxes on the poor. He proposes an increase in land tax and rejects taxes on profit and wages. He favours various types of progressive taxes and criticises regressive ones, concerning land, houses, and toll, among others. Notably, Smith strongly supports various kinds of “taxes upon the capital value of lands, houses and stock” such as succession tax, land tax, house-rent tax and“ stampduties and duties of registration” indirectly taxed on interest.

kn-abstract=This article analyzes the importance of education when attempting regional revitalization by considering the case of the introduction of‘ an English Education District’ and a public cram school in a Japanese town. As Japan faces a depopulated society, it is important for local administrations to maintain their local population through public policy that supports economic activities and improves living conditions. Wake Town in Okayama Prefecture has already undertaken a variety of actions, supported by the human resources of the national government and private companies, to promote its livability. This article elucidates the reason behind Wake Town＇s strong commitment to its education policy, which has resulted in, for example, the creation of a public cram school. This article focuses on three points: （1） the background of the education policy in Wake Town, （2） the management of the newly established public cram school, and （3） the evaluation of this school in the view of its students and their parents. Finally, the article argues that free public education is becoming increasingly important for community development in the global era ofthe 21st century.

kn-abstract=The purpose of this paper is to consider the meaning of "economic substance" in taxation.
In Japanese Income Tax Act （Article 12）, where a person to whom the revenue is legally imputed is merely
nominal and other person enjoys it, the tax shall be imposed on the person who actually enjoys the revenue. This is called "the Principle of taxation on Actual Beneficiary". But it is not always easy to determine the person who actually enjoys the revenue from assets or business. In such a case, there are two ways of thinking. The first is a way of thinking in which a valid private-law contract is considered more important than economic substance. The second is a way of thinking in which economic substance is considered more important than a private-law contract.
This provision（ Article 12） was enacted in 1950＇s, but opinions are divided among scholars on this point and there is room for further consideration. This paper will be considered this subject from legal and economic viewpoints.

kn-abstract=In this paper, focusing on the management crisis, we analyzed the judgments and actions taken by a new leader entrusted to reconstruction and the relationship with the organization members who responded to it, and examined
the behavioral style of the leader.
As a result of case study, we were able to confirm the following points. Under the influence of the representative heuristic, the new leader decided in a top-down style the rationalization plan that overestimated the start dash to survive the company. For the members, this will give rise to a situation where it is not convincing.
Subsequent actions of the leader are consistent with behavior of innovative leadership such as role modeling, schema transformation. It is linked to the characteristics of heuristics such as easy remembrance （recallability） and affinity. If such behavior is taken, there is a possibility of showing synchronicity. Also, leaders will take care to treat everyone equally through specific actions and express sincerity to rationalization measures substantially. In response to such attitudes, members feel strongly about interpersonal justice.
It was suggested that the behavior and attitude of the leader mentioned above will make a stepping stone toward recovery of business performance.

en-abstract= This article defines a low-carbon, livable city as an eco-livable city. One such city, the city of Portland, Oregon, has become well-known for its policies which promote a movement away from an automobile society and toward a more walkable, bicycle-friendly city. This article examines how Portland developed into a sustainable city through urban planning and participatory democracy.
The article will analyze first the historical development of Portland＇s urban planning; secondly, its downtown plan and Metro urban growth boundary; and thirdly, the process by which Vison PDX, the Portland Plan and the city's comprehensive plan were initiated by three of its mayors since the start of the 21st century.
Most important to note is the fact that Portland＇s citizens and its government are not competing, but collaborating through a process of co-production to create new public services and activity. That and the fact that many people are involved in the urban planning process, which itself is an ongoing discussion.

en-abstract= The purpose of this paper is to consider the meaning of existence of Japanese Income Category System in Income Tax Act in recent years.
The Japanese national tax system is based on the principle that“ Income” should be taxed. And taxable income of individuals is divided into some categories based on “Earning Capacity”. The amount of each of the categories of income is computed, and they are aggregated as“ Ordinary Income Amounts".
This system was enacted in 1950's, so there is the separation of the taxation theory from the present business situations, and not always suitable.
We should recognize the importance of responding to the changing business environment surrounding individuals' economic activities.

en-title=Strategic decision and its practice in turnaround

en-abstract= In this paper, focusing on recovery process in turnaround, we conducted research for the purpose of analyzing and examining behaviors caused by leaders and members in the organization.
Based on preceding studies, we assumed the following recovery process. Because decisions are biased, the learning as a practical act is promoted to overcome the bias, and the performance heads toward the rising phase.
It is a major feature that we have analyzed and examined under given conditions — the decision by heuristic processing and the cognitive bias generated by it. As a result of conducting a case study on the presented analytical tasks, we were able to confirm the following points.
The first, it is thought that means to check aggravation was provided by an opportunity of special display rousing the attention of the person concerned and having instigated curiosity, and by severe business condition having laid exploratory behavior.
The second, it is thought that the jellyfish exhibit strategy was judged by overconfidence — overestimated confidence having really experienced to breed the upside-down jellyfish than an established theory which the display of the jellyfish is difficult and unmanageable. Easy memory that was one of the availability heuristics generated a cognitive bias of the overestimate.
The third, the attitude of the absolute value evaluation of visitors who saw for the first time was impressive and unforgettable, and it became an anchor and the starting point of the learning. I raised eagerness to learn by the satisfaction that oneself sometimes felt at the same time. It is thought that result by the learning captures the heart of visitors steadily and led to recovery. Heuristics has a constant influence on the learning.
In this paper, it contributed to academic research to have made clear from the viewpoint of heuristics that the cognitive bias generated by decision in some cases acts effectively in the practice stage.
