Furthermore, by overlooking the features of each enterprise, food production as a regional agriculture was briefly examined. In this study, the main sightseeing spots in Okayama pref. are also examined and the developments are explained in a more detailed and updated perspective by extending over current features and the number of tourists. One of the important reasons in a significant increase in tourists in Okayama is the opening of the highways, the bullet train and cross-linking of the Seto Ohashi Bridge. At the same time, there are some waves in the increase or decrease of the tourist trends appearing from several vital developments such as environmental, climatic, social, economic and spatial. In this regard, research objectives of the study are mainly based on investigating and making a comprehensive study on main sightseeing spots in Okayama pref. to find new tourism values and to provide a tourism inventory of Okayama pref. by means of information, data and clues from the field in/between the tourist destinations such as hotel guests, gardens and castles. However, decline or stagnation trend has continued thereafter. Farm workers are often 50 years old or more, each farmer has cultivated eggplant, rice, two-rowed malting barley in family management by 2 or 3 persons. Work begins in July. Eggplant seedlings are planted in August, harvest begins in October and heating in November. Pest control is necessary throughout the year, but pesticide use has decreased in recent years. In order to suppress the occur -rence of the pests, workers use both the bunker crops like sesame and natural enemies like Amblyseius swirskii . However, because the prices of agricultural materials and fuel are recently soaring, the farm management of eggplant has become increasingly severe. As a result, it was revealed that the citizens are not indifferent to the natural environment of trees, etc., they also do not have a strong interest in it in particular. As for preserved tree system, there were some slight differences in the recog -nition between the people who actually take care of trees and administration. In this way, new cooperative regional programs have been applied in Turkey by the EU and Turkey. Therefore, some regional programs in Nomenclature of Territorial Units for Statistics(NUTS)level-2 regions have been examined in this study. In this point, the data of regional GDP per capita by sectors has been used to analyse sectoral disparities in terms of Gini index. To discuss and evaluate the future of the programs on regional disparities, related sector parameters of GDP per capita have been calculated by regression analysis through(balanced)panel data. The ?ndings showed that there is a remarkable sectoral disparity among program regions, and the sector priorities of the programs are not suf?cient to bring any long-term solution for the regional disparities. The charm of the central shopping streets has decreased relatively in Okayama City due to the advancement of a large-scale stores and the location competition of convenience stores. The number of empty stores has increased and the amount of the pedestrian traffic, the value of sales, and the number of retail stores have shown the decreasing tendency in eight commercial blocs in Omote-cho. Therefore, the unique features in Omote-cho should be polished while esteeming the history and the culture. In this point, it is clearly observed that the cultivated acreage in 2005 has decreased by 60 percent compared with 1960 and the area of the field has importantly decresed in the same period about 80 percent. In addition, the uncultivated arable land in 2005 has increased double (or more) compared with 1975. Finally, this analysis concretely illustrated decreasing of man's concern for the production of food. Because a part of the safety of food is threatened recently, it is important in above all to procure food safely. These areas have the focus of Yonago city. Mt. Daisen and Kaike-spring have been well-known, and Tottori Flower Park recently attracts many tourists. However, agriculture also flourishes remarkably in these areas. Although Yodoe town has been celebrated for the waters and traditional umbrella, the town management recently makes the most of acorn and ancient tombs, giving emphasis to international relations and history. In Mizokuchi town the oldest legend of ogre has been investigated intently and the town management in connection with it has been proceeded. As these plannings use their histories and features peculiar to the area as a management concept, they have high originality. Second, there will be a questionnaire to understand citizen's consciousness and clarify how they have been grasped present condition. Furthermore, it is aimed that considering how to carry out an efficient activity for reducing number of illegally parked bicycles. The results are concluded as follows. It is much more required to strengthening in the criminal prohibition zone by applying withdrawal activities and regulations. Presumably, first it is required to change storage area in order to increase the rate of returned bicycles. Besides, it will be great improvement in rate of return, if definite proportion of area is confidentially secured on storage area near the Okayama station. Moreover, it was remarkable that a citizen was not known in detail about an illegally parked bicycle. On the other side, recognition of most of the suburbanite of Okayama-shi tends to be impervious and replied to affirm illegally parked bicycle. However, the residents who live an area near to station understood the present condition well, and they disapprove to the illegally parked bicycle. Although the vitality of agriculture in general has gradually fallen mainly due to the decrease of number of farm household, of the rate of full-time farm household, of the area of farmland, and of the harvested area of rice, tobacco, and Japanese radish, the production of black syobean and the rate of vegetables, etc. have increased. After the highway of Chugoku line was opened to traffic, the number of industrial parks and establishments suddenly increased in and around Tsuyama City and they employed many workers. Within the industries of Tsuyama City, manufactures of genaral and electrical machineries, equipment and supplies developed, but the ones of textile mill products, apparel and other finished products made from fabrics and similar materials declined. In sight-seeing, tourists of Yunogou spa have increased in a satisfactory. Besides, the interview investigation was mainly conducted for residents in the rows-of-houses of preservation area in Katsuyama for giving the concluding remarks about the findings. The traditional private houses in Katsuyama preservation area were partially restored in the 1985-89 and 1993-97 fiscal years by the subsidy from the prefecture. Furthermore, Katsuyamacho at that time founded the subsidy system for maintaining rows-of-houses preservation area (about 25.3 ha) independently in 1993, restored 9 private houses, and made and updated the shop curtains; "Noren". In the point of the observable items, the ground warehouse of structures with gable tile-roofing is visible and it is also in use. Moreover, a latticed window structure, a white wall, and a sea cucumber wall constitute the charm of new rows-of-houses. A stone pavement follows on the riverside at the site facing the Asahi River. There are the remains of an arrival-and-departure place of a flat boat and a brewery, etc. According to our investigation in 2002, the residents were satisfied with "It is easy to live quietly", "the beauty of a natural landscape", "harmony of rows-of-houses and a shop curtain", and "a historical atmosphere", but the recognition of "the creation of active rows-of-houses" was unexpectedly low. Therefore, cooperation between residents and informational sharing are much more required. With the completion of each step of the project, it has been expected that there have been many important economic and social changes in Turkish regions, especially the southeast part of Turkey (called as "Southeastern Anatolia Region") and its surrounding areas. The project also interests in both Turkey and its related regions and sustainability is a major issue of concern. Following a brief introduction of the project, the paper examines the type of recent social-economic changes in the region and Turkey in terms of sustainable development components. The main applications and studies are usually based on the elimination of disparities among regions. Within this framework, this study has firstly aimed to set out the regional development objectives in Turkey. Secondly, we tried to find out the effect of new regional approaches on Turkish regional structure. Hence, as an approach different from other studies, we focused on NUTS (Nomenclature of Territorial Units for Statistics) regions instead of geographical units (regions) studies. In the following parts of the study, thirdly, the efforts of Turkey about the regional development have been discussed and assessed by using Neoclassic Growth Model in terms of per capita income distributions for new region groups. To compare the results of analysis among regional units, the most important development projects for Turkey were also taken as a different approach unlike other sudies.
