As Japan faces a depopulated society, it is important for local administrations to maintain their local population through public policy that supports economic activities and improves living conditions. Wake Town in Okayama Prefecture has already undertaken a variety of actions, supported by the human resources of the national government and private companies, to promote its livability. This article elucidates the reason behind Wake Town's strong commitment to its education policy, which has resulted in, for example, the creation of a public cram school. This article focuses on three points: (1) the background of the education policy in Wake Town, (2) the management of the newly established public cram school, and (3) the evaluation of this school in the view of its students and their parents. One such city, the city of Portland, Oregon, has become well-known for its policies which promote a movement away from an automobile society and toward a more walkable, bicycle-friendly city. This article examines how Portland developed into a sustainable city through urban planning and participatory democracy.  The article will analyze first the historical development of Portland's urban planning; secondly, its downtown plan and Metro urban growth boundary; and thirdly, the process by which Vison PDX, the Portland Plan and the city's comprehensive plan were initiated by three of its mayors since the start of the 21st century.  Most important to note is the fact that Portland's citizens and its government are not competing, but collaborating through a process of co-production to create new public services and activity. It focuses on the following points: ⑴ smart growth, type of civic participation, and demographic change; ⑵ history of the ONI and citizen engagement from 1960 to the present; and ⑶ development of participatory programs. As the city of Portland experiences a growing population, it has been found that“equity”is an increasingly important word to describe their urban development and citizen participation.
